Sorry to defend her, but it sounds like she made a simple mistake. She did mention sanctioning north korea's actions prior to the slip-up, so it's most likely she just got jumbled up in her mind a little (no further comment on that necessary ;))

On the other hand though, I don't think South Korea had to antagonize North Korea after North Korea warned South Korea. But at least no one was eating a cookie! Imagine the horror THAT would have caused in your nation! (Personally, I support the Cookie Fuhrer's decision to continue eating his cookie)
